SHSKUK was established under the Law on Health by the Government of the Republic of Kosovo, while the Statute of the University Hospital and Clinical Service of Kosovo was approved at the 148th meeting of the Government of the Republic of Kosovo, with decision no. 05/148, dated 11.09.2013. The formation of SHSKUK is specified in Article 60 of the Law on Health. In the first paragraph of this article, it is emphasized that the University Hospital and Clinical Service of Kosovo is established as an autonomous and independent public health institution, of special public importance, with headquarters in Pristina. SHSKUK consists of secondary and tertiary level health care institutions in the public health sector.
